What Is a Level 2 ASP?
An ASP Level 2 — short for Authorised Service Provider, Level 2 — is an electrician with a specific extra accreditation that lets them work on the parts of the electrical system that sit between the street network and your main switchboard. That includes overhead and underground service lines, consumer mains, points of attachment, metering equipment and service fuses.
Standard A-grade electricians (Level 1 contractors) are absolutely qualified for work inside your installation — lights, power points, hot water, switchboards, circuits — but they’re not legally permitted to touch anything past the point of attachment. The cables coming in from the street, the meter panel seal, the service fuse, the connection to the network pole — all of that requires a Level 2 ASP. That separation is how NSW keeps the network safe and the lines of responsibility clear.
We hold full Level 2 ASP accreditation across the four categories of work: connections (energising new or upgraded supplies), service apparatus (service lines, consumer mains, service fuses, switchboards), metering (smart meter installation and changeovers) and underground service work (excavation, conduits, pit work). It’s the work most electricians can’t do — and it’s the work we do every day across Sydney’s Eastern Suburbs.
When You Need One
Six Jobs That Legally Require a Level 2 ASP
If your job falls into any of these categories, a regular electrician is not legally permitted to do the work. You need a Level 2 ASP.
New supply connection
Connecting a new home, granny flat, shop, warehouse or subdivision to the grid for the first time. Every new connection point requires a Level 2 ASP to install service lines, metering and the initial energisation.
Consumer mains work
Replacing or upgrading the cable that runs from the point of attachment to your main switchboard. Whether for solar, EV charging, three-phase conversion, or a defect notice — always Level 2 work.
Ausgrid defect rectification
Any defect notice issued by Ausgrid against your consumer mains, point of attachment, service line or private pole must be repaired by a Level 2 ASP and signed off through their compliance process.
Service fuse repairs
Service fuses are sealed by Ausgrid for network safety. Removing the seal, replacing the fuse and re-sealing the panel is exclusively Level 2 ASP work — illegal for anyone else.
Smart meter installation
Whether triggered by solar, batteries, an EV charger, a retailer upgrade letter or an aged meter, smart meter work involves breaking and resealing Ausgrid seals — only a Level 2 ASP can do it.
Service line & pole work
Overhead and underground service lines, points of attachment, private power poles and connections between your installation and the network operator’s infrastructure.

How a Level 2 ASP Job Runs
The standard flow for Level 2 work — from first enquiry through to certified completion.
Initial call
Tell us what’s happening. We’ll quickly confirm whether the job genuinely needs a Level 2, or whether a regular electrician can handle it (we’ll tell you honestly either way).
On-site assessment
Free on-site visit. We inspect the existing installation, discuss what’s needed, and leave a written, fixed-price quote covering all materials, labour and network paperwork.
Network coordination
If the job requires Ausgrid or Endeavour involvement — shutdown, reconnection, defect closure — we lodge the paperwork and book the network window on your behalf.
Work on-site
Our team carries out the work to AS/NZS 3000 wiring rules and the relevant network operator standards. Quality components, properly torqued, fully tested.
Certify & close out
CCEW issued, network operator paperwork lodged, defect closures submitted where applicable. Everything documented and emailed to you the same day.

Level 2 ASP Questions, Answered
Honest answers to the questions Eastern Suburbs homeowners and businesses ask before booking a Level 2 ASP.
What’s the difference between a Level 1, Level 2 and Level 3 electrician?
Roughly: Level 1 is a standard A-grade electrician licensed to work inside your installation — everything past the main switch. Level 2 ASPs handle the parts between the network and your switchboard (service lines, consumer mains, metering, point of attachment, private poles). Level 3 work is on the network itself — typically Ausgrid’s own staff or specialist contractors. Most homes will only ever need Level 1 and Level 2.
Why can’t a regular electrician do Level 2 work?
Because the work is on infrastructure that’s shared with or attached to the public electricity network, and the risks are different from internal wiring. Mistakes can affect the neighbours, the network, and the people walking past. NSW regulates Level 2 work through the ASP accreditation scheme to make sure only specifically-trained electricians touch it. It’s a safety standard, not paperwork for its own sake.
How does someone become accredited as a Level 2 ASP?
It’s a multi-year process. You start as a fully-qualified A-grade electrician with significant in-network experience, complete additional training in service line work, metering, underground work and connection procedures, and then pass rigorous practical and written assessments. Accreditation is audited and maintained through ongoing training and compliance reviews.
Are all Level 2 ASPs accredited for the same work?
No — the scheme has four sub-categories (connections, service apparatus, metering, underground), and ASPs can hold accreditation for one, several or all four. Always ask which categories an ASP is accredited for. We hold full accreditation across all four categories, which means we don’t need to subcontract any part of a job.
Is a Level 2 ASP more expensive than a regular electrician?
Per-hour rates are generally a bit higher because of the additional accreditation, insurance, equipment and network compliance overhead. But for the work that genuinely needs Level 2, there’s no cheaper alternative — a non-accredited electrician simply can’t do the job legally. For work that’s borderline, we’ll tell you honestly whether a regular electrician can handle it.
How do I verify someone is actually a Level 2 ASP?
Every accredited ASP has a unique accreditation number that can be checked through the NSW accreditation register and with the relevant network operator (Ausgrid or Endeavour). If you’re ever unsure about a quote, ask for the number, then verify it. Genuine ASPs will provide it without hesitation.
Are you also a regular electrician for general electrical work?
Yes — every Level 2 ASP is first and foremost a fully-qualified A-grade electrician. We can handle the standard internal electrical work too: power points, lighting, renovations, ceiling fans, hot water and so on. Many of our jobs combine internal and Level 2 work — it’s more efficient under one contractor.
Do you provide written compliance documentation?
Yes — a Certificate of Compliance Electrical Work (CCEW) is issued on every job, signed by the responsible Level 2 ASP. We also lodge network operator paperwork directly with Ausgrid or Endeavour, and provide copies for your records. This is critical for insurance claims, strata compliance and future property sale.
